You're right the current system doesn't much curb the rate of murders, if at all. In order make would-be murderers think twice, we'd have to have a system where convicts were executed right away, not 23 years later, or not at all if the governor pardons.And his execution won't stop the next killer from killing, which is supposedly one of the "benefits" of the death penalty.
