Lets look at some Quranic examples:

[4:90] Exempted are those who join people with whom you have signed a peace treaty, and those who come to you wishing not to fight you, nor fight their relatives. Had GOD willed, He could have permitted them to fight against you. Therefore, if they leave you alone, refrain from fighting you, and offer you peace, then GOD gives you no excuse to fight them.

[4:93] Anyone who kills a believer on purpose, his retribution is Hell, wherein he abides forever, GOD is angry with him, and condemns him, and has prepared for him a terrible retribution.

[4:94] O you who believe, if you strike in the cause of GOD, you shall be absolutely sure. Do not say to one who offers you peace, "You are not a believer," seeking the spoils of this world. For GOD possesses infinite spoils. Remember that you used to be like them, and GOD blessed you. Therefore, you shall be absolutely sure (before you strike). GOD is fully Cognizant of everything you do.

Therefore its quite clear, if people do not wish to fight you, you cannot fight them. And if you kill a believer (note: it doesn't say Muslim but a believer) then the recompense is hell. So Isis killing Christians, Muslims, Yazidis, Non-Muslims, etc, they are people of the hell fire. Notice, you must also be sure in times of war that you don't kill believers. So when Isis shoots down a plane, or opens fire at a restaurant, they in no way investigated the back ground of these people, they just opened fire. They are people of hell.
Actually, I was asking if the article is accurate in its portrayal of ISIS and their view of Islamic ideals, not whether or not ISIS correctly interpreted Islam.

The article is speculative and not based on research or facts on the ground.

...as far as I can tell...there are 2 claims made by the article 1)ISIS is "very Islamic" and medieval 2) It (ISIS) follows something called a "prophetic methodology".
Personally---it seems to me, it is more "Zionist" /Christian Zionist than anything else....from what little I know about Christian Zionism---it apparently has elements of Prophesy (fortune-telling), apocalypse, territory...etc....
Others have commented both Al-Qaeda and ISIS are "very Modern"--their views resemble Modern (Secular) thinkers such as Sam Harris, Micheal Walzer, John Rawls....etc. For example....
Sam Harris has written---Some propositions are so dangerous that it may be ethical to kill people for beleiving them"....and..."we will continue to spill blood in what is, at bottom, a war of ides"
which is basicallly the same sentiment as ISIS who also believe that there is only one right "Beleif" and it is "ethical" to kill anyone who holds a different view in "a war of ideas"....Walzer also condones the killing of innocent people (innocent others) for the sake of one's own political community in his book "Just and Unjust wars: a moral argument with historical illustrations". John Rawls advocates for a "Supreme Emergency Exemption" that would free people from the Christian doctrine of "Just war" ---that forbids the taking of innocent lives/civilian casualties in war---so that "Liberal democracies" can do so....
In other words---these are MODERN SECULAR philosophers who want to defend their "way of life" by terrorism.....

The other point about "Prophetic Methodology"---Islam as a religion has gone through 1,400 years of development---it has always been a dynamic religion---proof of that is the "Golden Age" period. I have no idea what this "Prophetic Methodology" might refer to---since I do not visit ISIS sites---but propaganda IS propaganda---No propaganda ever represents any real philosophy because the essence of propaganda is simplistic, reductionist, revisionist sound-bites---whereas philosophical thought tends to be complex, sophisticated, nuanced expressions and world-view.

!,400 years of Islamic philosophical ideas and debates cannot be reduced to ISIS propaganda....it is unrealistic....
