I've heard that crime syndicates like stable societies, the idea being that they don't have to deal with so many uncertainties. Don't know if that's accurate....

Mmmhhh, somewhat. Not so much stable societies, more like where State or any other authority is weak or absent.

Is it the Hudson? I thought it was "the East River".
