I have a few general principles for voting on the propositions.
Pretty much any bond issue is rejected. This is just granting more dedicated money that takes away from taxes being used elsewhere.
Most propositions seem to ask the people to vote for something more liberal or devastating than the laws the liberal state congress has approved. There are a few exceptions where the state is being restricted from doing taxes -- those sometimes work out okay; these propositions can be okay.
Sometimes I have seen a proposition that seemed okay initially, but the details of a legislative proposition usually show either that that proposed law was badly written or that there was ill-intent behind it.
