Few of the hospitals in New York belong to the public sphere, they are all owned by some private entity. But their function is a public one, the public health.
The one segment dominated by private enterprise is long term care, nursing homes. That segment of the health care system is also the most fragile. If we left that group to their own devices, it would be a calamity. It is also where the most souls are lost today; libertarian ideas will not work in this crisis.

Yeah, right. Yet, at the first sign of trouble, all eyes turn to the US. We lead. The rest of the world follows. That's the life of a superpower.
Not anymore. The US signed onto the IHR, then abandoned the agreement. The US burned through a lot of goodwill on this pandemic, goodwill that it will have a difficult time regaining it.

It has nothing to do with "goodwill" and everything to do with power and influence. No one has to like us to still know that we butter the bread.
They are shipping medical supplies across the world, pointing out that the US intercepted exports and had them returned to the US. The symbolism is apparent to many in the developing world. The developing world depends on international agencies like the WHO, and the US is threatening to cut funding. There will likely be a second wave next year, if this follows the Spanish flu of a century ago. China is capitalizing on the fact that the US is not offering an alternative, rather withdrawing its support while China is ramping up its own foreign assistance in this new cold war between China and US.
We have weakened NATO and prodded the Europeans to pursue more foreign policy initiatives independent of the US. We have been threatening to withhold the butter, and countries are no longer seeing the US as committed to their welfare. In the past, we recognized that international response to epidemics was best battled on the front lines when and where the epidemic started. Ebola was one example. And WHO played a role.

Like simplicio said, compare now to the actual leadership role the US played during the ebola crisis under Obama. Leadership in the global stage isn’t just some right that’s bestowed on the strongest nation.
Goodwill creates power and influence and China is taking this opportunity to fill the space created by the incompetence and weakness of the trump administration and the more the US alienated themselves the more power and influence they will lose to them.
Instead of complaining about China all day, this should be a call to action for the trump administration if remaining the global leader is something important to them.
